Sydney-born Hodkinson is eligible through his English father and appears keen to don the white shirt.
Graham said he has no problem with the ex-NSW half playing for England.
“Yeah it’s an interesting one. Speaking to Trent during his time here, it was something he was very passionate about,” he told Channel 10 News in Sydney.
“In terms of people representing England in that sort of circumstance, I think you’ve got to take it case by case.
“And I think in Trent’s case it’s something that he’s been striving for for a long, long time.
“If his form’s good enough, I’d love to line up alongside him.”
